Follow-up in 4c82155: gas now has a dedicated bubble icon, gas vents fill fleet gas cargo instead of banking directly, buildings track local gas stock, and the transfer menu has gas load/unload…

Implemented in e9acca5. Lab upgrades now queue, wait for ore delivered to that lab, consume its local stock, and complete after a research timer. Verified by test_lab_resources.

Implemented in the latest commit. Finished ships now visibly fly from their crafter to the mothership and become available in the hangar only on arrival. Verified by test_vessel_delivery.
