Planning Center is a new building that can be researched that let the player tell the system how many ships of a give type should always be available over the whole game (fleet + storage + outposts). To fullfill this constraints, the planning center automatically manage the ship craft building queues to ensure that the needed vessels are produced to fullfill the constraints.

Split into subtickets:

  • #106 — #98a: the Planning Center, and the targets it holds
  • #107 — #98b: the Planning Center manages the crafter queues (needs #106)

Both depend on the outpost work in #97 (#102-#105): the census the planner
works from counts fleet + storage + outposts, and outposts do not exist yet.

This ticket stays open as the umbrella and closes when both do.

Both subtickets are done and closed: #106 and #107. Landed in 0c595d7.

You set a target per vessel type at the planning centre; the census counts what
exists across fleet, hangar, outpost garrisons and anything in flight; and the
shortfall is queued at the crafters automatically, topping up rather than
rewriting what you have queued yourself.

Suite: 134/134 green.

One change worth knowing about outside this ticket: the build menu now switches
to three columns past eight structures. The planning centre is the ninth, and
#54 had already tightened the rows to fit a fourth specifically to avoid a
scrollable menu - a fifth row will not fit at any spacing a button, a label and
a cost can share. Three columns take nine into three rows, fewer than it used
before.
