Subticket of #98, depends on #98a.

"To fullfill these constraints, the planning center automatically manage the
ship craft building queues to ensure that the needed vessels are produced to
fullfill the constraints."

  • The shortfall between target and census is queued at ship crafters
    automatically.
  • Already-queued and in-flight vessels count toward the target, or it queues
the same shortfall again every tick and buries the player in hulls.
  • It must not fight the player: an order placed by hand stays, and the planner
tops up rather than rewriting the queue.
  • It stops when the target is met, and reacts when a vessel is lost.

Done in 0c595d7.

Three rules keep the planner from fighting you:

  • It tops up, never rewrites. An order you placed by hand stays exactly
where it is; the planner only appends, and only for a type that is genuinely
short. The test pins this with a shield queued by hand surviving a round of
    planning.
  • Everything counts - already queued, already flying to the mothership,
already stationed. Without that it re-queues the same shortfall every tick and
    buries you in hulls.
  • Nothing happens without a planning centre. Destroy it and the orders stop
being acted on, though they are remembered, so rebuilding picks up where it
left off rather than starting from a blank plan.

Orders go to the crafter with the shortest queue, one per pass, so work spreads
across the crafters you have instead of piling onto whichever is first in the
list.
