Implemented and pushed in 284a544.

Three map-setup-editor polish items bundled together:

#64 - the Load button cycled through saved setups one at a time with no way to see the list or pick a specific one. Replaced with a real LoadPanel showing an ItemList of all saved setups; tapping an entry loads it and closes the panel.

#65 - the canvas had no way to pan, only place items, making it hard to work on a setup bigger than one screen. Added drag-to-pan using the same tap-vs-drag deadzone idiom established by the gas bomber's aim control (PAN_DEADZONE): a press starts in a "pending" state, release-without-movement places the item (tap), movement past the deadzone promotes to panning instead.

#66 - the editor showed no indication of which item was currently selected for placement. Added a SelectedLabel ("Selected: Capture Point #N" / "Selected: #N"), refreshed at every point selected_item changes.

Tests: tests/test_setup_editor.gd (bash tests/run_tests.sh setup_editor) covers the load-list and selection-label behavior. Panning verified via screenshot (_setup_editor_load_panel_preview.gd) since it's touch-drag geometry, not state worth asserting on in a headless test.
