Implemented in commit f775963 on main. Full suite: 166/166 passed.

The planning centre listed only fleet_eligible hulls, so transporters and repair drones never appeared. That mattered more than a missing row: #216 made those the only vessels that WEAR OUT and have to be replaced, which is precisely what a standing order is for - the two vessels most needing automatic replacement were the two it could not plan. It now offers everything a ship crafter can build.

The half that would have made it useless
vessel_census() counted the fleet, the hangar, outpost garrisons and vessels in transit - but not ones standing at a hub or a workshop. A standing order for transporters would never have seen the ones already built, so the crafters would have kept making more forever. Added vessel_count_at_stations().

Verification
test_planning_center.gd asserts both halves: each support craft is plannable, and a transporter standing at a hub is counted exactly once.
