Implemented in commit 7883688 on main.

The bars are 104x14 rather than 74x7, on a dark plate that extends past their edges so the meter reads against a structure's own glow instead of competing with it, with a bright frame, a square cap on the fill's leading edge so the level itself has an edge to catch, and a dim wash over the empty part showing how much has gone.

They are still drawn only on a structure that has actually been hit. The existing rationale for that still holds - a full bar over every building in peacetime is clutter that says nothing - and what was hard to see was the bar when it WAS there, not its absence when nothing was wrong. If you meant they should be permanently visible, say so and it is a one-line change.

Verified with a new preview that damages four structures by different amounts and renders them through the real game path, since a bar only exists once something has been hit.
