Implemented in commit 7883688 on main.

The Propulser was the only fleet hull whose ship lab offered nothing at all. It now carries three, in the same shape as the laser's:

  • Surge Capacitor - the dash recharges 0.9s sooner per level (5.0s -> 2.3s), floored at 2.0s by minimum_stats.
  • Warp Coils - +140 dash distance per level (520 -> 940).
  • Flux Regulator - boosted cruise burns 25% less energy per second per level (2.0/s -> 0.84/s).

How
Each of those was a hardcoded constant: the dash recharge on the component, the dash distance in DashController, and the drain rate in GameState. All three are vessel stats now, so the ship lab reaches them the way it reaches every other upgrade. The old constants remain as what the definition declares and what an unresearched hull falls back to. The dash guide reads the same stat the dash uses, so it cannot promise reach the fleet has not researched.

Verification
New test_propulser_upgrades.gd checks each upgrade reaches the thing it changes rather than only reading well in the menu - including that a hull built AFTER the research carries it, since a stat that never reaches the component upgrades nothing. It also pushes the recharge past the branch's own maximum to prove the floor holds.
