Add a quest that asks the player to research and build the planet scanner. Place it immediately before the existing quest that asks the player to discover four planet types, with migration-safe progression and focused quest tests.

Implemented in 8fbcc34. Added LISTENING POST immediately before THE SURVEY; it directs the player to research and build the scanner, and the survey now requires all four ordinary planet types. Quest-chain and progressive-cost tests pass.
