Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Implemented in
c2ebbfa. Resource payment now receives an explicit payment position: banked resources remain globally available, while fleet-held resources are counted and withdrawn only within the 150-unit local payment radius. Construction and mothership doctrine research pass their real sites; price displays use the same availability rule. Covered by test_payments_use_fleet_hold and test_local_costs_use_hold, with logistics, transfer, lab-delivery, and multi-resource suites also passing.
