A new quest, STANDING WATCH, immediately after the one that asks for the outpost: "An empty outpost is a building. Open its hangar and station a vessel there."

Building an outpost and crewing it are two different acts, and the second has no prompt anywhere - a player who never opens the hangar has a structure that holds nothing. The goal counts the actual crew across all outposts rather than what was requested, so a vessel still in transit does not satisfy it.
