So a quest to build a new ship already sits well before the extractor.Rather than add a redundant one, I turned your reasoning into a property the test enforces: nothing costing more than a single hold may be asked for before the chain has grown the fleet or taught banking. That is checked against the interceptor's actual cargo capacity and each structure's actual price, so it keeps holding if the chain is reordered, if a price changes, or if the hold size changes - and it fails if either of those two teaching quests is ever moved behind the extractor.
