Done in the same commit.
Confirmed the gap: quest 1 asked for 5 ore, quest 2 asked for a mothership costing 20. The first thing the chain ever asked the player to build was four times what it had just taught them to gather, with nothing in between saying so.
A stockpile quest now sits between them - break asteroids for 20 - with a brief that says why ("nothing permanent gets built out of five ore, and there is nothing else out here to spend it on yet").
Pinned as a property: the chain must ask for at least as much ore as the first structure it wants costs, read from the building's own price rather than written down twice.
One thing worth knowing, which writing that test turned up. The pile is exactly the starting fleet's hold. An interceptor carries 20 ore, the mothership costs 20, and before the mothership exists there is nowhere to bank anything - so the hold is the only store there is. It fits with no slack at all. That is fine today, but it means anything that lowers interceptor cargo capacity, or raises the mothership's price, silently turns this quest into one that cannot be finished. There is now an assertion that fails if the pile ever stops fitting in the opening hold.
